The former chair of governors at Park View Education Trust "would not appoint anyone who was gay", a professional conduct hearing heard.
Gurpreet Dhillon, the Trust's former human resources manager, said she was "stunned" when she was told of the allegation against Tahir Alam, who was banned from having any involvement in schools by the Department of Education in September.
It was further alleged that pupils in Birmingham schools were forced to pick up blades of grass as a form of punishment and that kisses between pupils were regarded as "assault".
